Recent fire incidents have underscored the critical importance of fire safety in both the built environment and construction practices. In Hong Kong, the Tai Po fire incident has raised renewed concerns over building management, fire prevention measures, and emergency preparedness. Similarly, the Grenfell Tower fire in the United Kingdom continues to serve as a landmark case, highlighting systemic failures in design, materials selection, regulatory oversight, and accountability across the construction sector.

This joint webinar brings together perspectives from building engineering and construction management professionals to examine key lessons learnt from these incidents. It will explore the implications for design, site practices, regulatory compliance, and professional responsibilities. By comparing approaches in Hong Kong and the UK, the session aims to provide practical insights on risk mitigation, interdisciplinary coordination, and the role of professionals in safeguarding public safety. Participants will gain a deeper understanding of how to strengthen resilience and uphold standards in their respective roles.

Prof. Dr. Leung is a renowned Occupational Health & Safety Practitioner in Hong Kong. He started his career in OSH in early 1981. In the past 45+ years he gained solid working experience both locally & overseas in managing safety in mega-size construction projects, conducting safety training and safety auditing, handling prosecutions cases, civil liabilities litigation & Employees’ Compensation procedures.

 

Prof. Dr. Leung’s academic training in building, civil engineering, occupational health, safety & environment and his broad experience exposure cater him to serve this versatile, multi-discipline, complex industry. He attained his Master Degree in Safety Management after returned from Canada and received his doctorate degree in 2014. All these achievements enhance him in further develop his career.

 

Prof. Dr. Leung is a very popular speaker in safety and health discipline. In order to share his valuable experience, he is also lecturing safety in the Universities & other organizations to nourish the young generation of OSH. He also serves as Honorary Safety Advisor for several professional bodies in Hong Kong. To recognize his works, he received his Honorary Membership from Asia Pacific Occupational Safety and Health Organization in 2021. He is currently the President of The Hong Kong Federation of Occupational Safety & Health Association.

 

Mr. Richard Harral

Richard Harral trained as an architect. He is a Fellow Chartered Building Engineer and is currently the Chief Executive of the Chartered Association of Building Engineers (CABE), a professional membership organisation for construction professionals utilising engineering techniques to design, assess or operate buildings. He has worked in both public and private sector practice and he has extensive experience in construction and building regulation policy. Richard worked for 10 years within the Building Regulations Division of DCLG (now MHCLG) as a policy lead and then Head of Technical Policy.

 

Richard has been directly involved in developing new frameworks for building safety competence as a member of the Competence Steering Group (CSG) and working groups looking at competence for Engineers, Designers and Architects and Building Control Professionals. He was technical author of BSI 8670 which sets out core criteria for behavioural and technical competence for building safety in the built environment. He is chair of CPB-1, the British Standard committee on competence standards for the Built Environment and is a member of the Building Safety Regulator’s (BSR) Industry Competence Committee (ICC).
