The construction industry in Hong Kong is facing a critical turning point, grappling with significant challenges due to a downturn in the private property market and tightening government finances. These factors have resulted in reduced public funding for construction projects, prompting the need for new administrative mechanisms and contract forms to enhance budget control in public works.

This seminar will explore the shifting landscape of the construction sector, emphasizing the transformation of main contractors from traditional roles to more proactive functions as design-and-build contractors, operators, and investors. Participants will gain insights into innovative public contract models, including:

  • Design-Build-Operate (DBO)
  • Build-Operate-Transfer (BOT)
  • Design-Build-Operate-Finance (DBOF)
  • NEC Framework Contracts

Additionally, it will discuss vital cost control strategies, including central procurement, alliance pledges for materials and services, and the adoption of China Standards for Railway Projects. These insights will equip main contractors with effective strategies to navigate challenges and adapt to the evolving construction landscape.

Cr Ko is a Fellow Member of the Hong Kong Institute of Construction Managers (HKICM) and currently holds the position of Executive Director and General Manager of the Project Management Department at China Harbour Engineering Company Limited. He is a Professional Engineer with multi-disciplinary expertise and a Professional Surveyor specializing in Quantity Surveying, boasting over 30 years of post-qualification experience in project management, design, and construction across building, civil, and environmental engineering sectors.

 

In addition to his managerial role, Cr Ko is the Vice Chairman of the Environmental Discipline Advisory Panel and an Appointed Member of the Civil Discipline Advisory Panel and the Accreditation Committee for Higher Diploma Programs. He represents the civil engineering sector on the Training Review Sub-Committee Group 1 of the Hong Kong Institution of Engineers, actively fostering the development of young professionals in Civil and Environmental Engineering. Furthermore, he serves as the Vice Chairman of the Building Committee of the Hong Kong Construction Association, making significant contributions to the advancement of the building industry.
