Experience sharing on NEC : a project management perspective

In 2006, when Mr. Tsui was serving as the Assistant Director of the Drainage Services Department, the Hong Kong Government initiated a pilot program to adopt the NEC framework for public works projects. From that point onwards, Mr. Tsui played a pivotal role in championing the adoption of the NEC approach until his retirement from the Drainage Services Department in 2014.

After his initial retirement, Mr. Tsui returned to work for a 3-year period, during which he took on the role of the Project Manager for an NEC Option C contract valued at HK$5.67 Billion as part of the Central Kowloon Route project.

Mr. Tsui is well positioned to share valuable insights drawn from his extensive experience of working on numerous projects. He can offer his perspectives on the application, benefits, and challenges encountered in utilizing the NEC contract approach for public works in Hong Kong.

Mr. Tsui joined the Government of Hong Kong in 1981. Since then, he has primarily focused on the design and construction of major infrastructure projects. These include marine structures, reclamation, new town development, highways, drainage and sewerage facilities. He retired from his position as Deputy Director of the Drainage Services Department in 2014.

 

In 2019, Mr. Tsui returned to work, taking up the post-retirement position of Principal Project Coordinator in the Highways Department, where he was involved with the Central Kowloon Route project. He then retired again in 2022.

 

Throughout his career, Mr. Tsui has accumulated extensive experience and expertise in the planning and delivery of a wide range of critical infrastructure projects for Hong Kong.
