Simon is a practicing Architect of 43 years of experience with repertoire covering most types of development projects of different scales and natures in Hong Kong and PRC. Starting teaching at universities on law in 2013, his professorship at the Hong Kong Polytechnic University since 2018 covers the subjects of law and legal theories, construction contracts and administration, construction law, dispute resolution, arbitration and adjudication in undergrad and post-graduate programmes. He founded the Hong Kong Construction Arbitration Centre (HKCAC) in 2006 constituted to promote the best practice in construction dispute prevention and resolution.
Qualified as Arbitrator, Mediator, Adjudicator, Expert Witness and Dispute Resolution Advisor, Simon has been since 2007 involved on construction cases and in numerous projects with the Housing Authority and the Architectural Services Department on dispute prevention. As HKCAC programme leader, Simon trained and qualified construction and legal professionals as construction arbitrators, mediators, adjudicators and expert witnesses in 2010 to 2016.
On behalf of the Hong Kong Institute of Architects (HKIA), Simon took part in the Development Bureau’s Working Group on the Security of Payment Legislation since 2013 conducted adjudicators accreditation programmes qualifying architects as adjudicators recognised under the Security of Payment Provision (2021) and the Construction Industry Security of Payment Ordinance (Cap. 652). He is a member of the Appeal Tribunal (Building) under the Buildings Ordinance (Cap. 123) since 2009. |
