Rainbow after Rain under the Lion Rock – the Impossible Feat of the 8 Community Isolation Facility (CIF) and Community Treatment Facility (CTF) projects during the recent Omicron Pandemic

29 July 2022

CPD Talk on Rainbow after Rain under the Lion Rock – the Impossible Feat of the 8 Community Isolation Facility (CIF) and Community Treatment Facility (CTF) projects during the recent Omicron Pandemic jointly organised by HKICM, The Hong Kong Institute of Architects (HKIA), The Hong Kong Institution of Engineers (HKIE) and The Chartered Institute of Building (CIOB) was successfully held online on 29 July 2022.

The highly transmissible Omicron variant of COVID-19 broke out in early 2022 with an exponential caseload, peaking at over 50 thousand in a single day, which directly led to a serious shortage of isolation facilities in Hong Kong.

With the full support of the Central Government, the HKSAR Government initiated the construction of 8 community isolation and treatment facilities, including 6 temporary CIFs and 2 CTFs built with MiC. Eight projects were constructed simultaneously, with an exceptionally large scale and extremely tight construction period, facing unprecedented challenges in terms of organization, resources, and technology.

Ir Zhang Yi, speaker for the event, made a fantastic presentation on how to successively deliver more than 40,000 isolation beds within a limited 4-month through innovative management concepts and technologies, achieving this impossible feat, and how to convey humanistic care through architecture.

HKICM President Cr Conrad FUNG together HKIA CPD Committee Chairman Mr. Edward Wong, HKIE Building Division Chairman Ir Anthony Kwong and CIOB Chair Mr. W.C. Lam were invited to deliver the welcome remarks for this meaningful presentation.

The talk was highly informative with lots of exchanges and interactions between the presenters and attendees. Thanks again to the efforts of the speaker, Ir Zhang Yi, guests, HKIA, HKIE and CIOB for their support.
