Ir LEUNG has practical experience in managing NEC contracts in DSD, HyD and CEDD as PMR, SRE and advisor respectively. He is now heading the NEC Executive Support Team to provide advice, sharing and supports to all NEC projects from planning, tendering, construction, handing over and finalization phases.

Ir Andy KWOK
Ir KWOK is the Managing Director of Binnies Hong Kong Limited, overseeing operations in Hong Kong, Mainland China, and Vietnam. With over 31 years in civil engineering, he manages diverse client portfolios and has led Binnies to win multiple NEC awards since 2018. Andy holds NEC3 and NEC4 ECC Project Manager Accreditation.

Ir CHEUNG has hands on experience in managing NEC target cost contracts, including Construction of Additional Sewage Rising Main between Tung Chung and Siu Ho Wan, Expansion of Sha Tau Kok Sewage Treatment Works and Construction of San Shek Wan Sewage Treatment Works.

The event began with opening remarks from Sr Tim NGAI, Chairman of HKIS QSD, and Cr Alfred TANG, President of HKICM who then presented certificates of appreciation to Ir CL LEUNG, Ir Andy KWOK, and Ir Thomas CHEUNG.

Ir Andy KWOK initiated the presentations with “15 Years of NEC Contracts in Hong Kong: Evolution, Impact, and Future Outlook”, addressing the global use of the NEC contract form, reasons for adopting NEC in Hong Kong, an overview of the NEC series and its core principles, and the impact of NEC and future perspectives.

Ir CL LEUNG shared insights from the “NEC Journey in Hong Kong”, highlighting challenges and key issues, such as implementing NEC projects/contracts in public works, streamlining processes and addressing gain or pain points, collaboration, risk management, program management, and compensation events.

Ir Thomas CHEUNG emphasized the importance of mutual trust and collaboration in managing NEC projects, and sharing good practices before facilitating a Q&A session with the audience.
