The Construction Industry Council (CIC) announced on 10 April 2026 the latest Construction Expenditure Forecast and Construction Industry Manpower Forecast. These forecasts are conducted regularly to estimate the future volume of public and private sector construction works, as well as the supply and demand of manpower in the industry. The objective is to assist stakeholders in better planning and resource allocation.
According to the CIC’s projections, the manpower gap across three categories – professionals, technical personnel (including supervisory staff), and skilled workers will range between approximately 2% and 15% in 2026, and between 5% and 25% in 2030. Overall, with the total construction workload expected to rise steadily, the demand for manpower in the industry will remain strong over the next five years. It is noteworthy that Construction Managers (營造師) have now been formally recognized as professionals within the industry, with their demand projected to rise steadily over the coming years. Looking ahead, we will continue to collaborate closely with the Government and industry stakeholders to address the challenges of construction workload and manpower demand.
