This seminar aims to examine project cost overrun and contingency management, a vital area for enhancing performance and value-for-money in public infrastructure project delivery. Persistent cost overruns continue to challenge project governance and public trust. The seminar will explore how robust contingency estimation and data-driven risk management can improve cost predictability and accountability. Drawing on international case studies from the United Kingdom and Australia, the seminar will benchmark global best practices in cost forecasting, contingency allocation, and risk governance, highlighting the transition from judgment-based to analytical approaches. It will further introduce theoretical models and AI-enabled frameworks, including probabilistic methods and reference class forecasting, to demonstrate how predictive analytics can strengthen decision-making and resource optimization. Finally, the seminar will discuss future research directions for Hong Kong, focusing on institutional benchmarking, standardized contingency assessment, and adaptive governance models to enhance transparency, efficiency and project sustainability.
