CPD: Practical Contract Administration for Operations, organised by HKICM, successfully held on 12 August 2026.

KON Ting Fei

Chartered Quantity Surveyor with over 18 years of experience in operations management, strategic planning, contract negotiation, project/risk management and financial administration. A professional with leadership across multiple business aspects, encompassing project management, contract, legal, quantity surveying, change control, and programme. Proven ability to optimize operational activities by managing delay, disruption, loss, and expense.

Experienced in a wide range of civil engineering and building contracts including NEC, FIDIC, JCT, Hong Kong Building Contract, MTR and bespoke client forms of contract, including developing and administering dispute avoidance strategy and supporting clients in commercial negotiations, mediation, arbitration and litigation.

Mr KON Ting Fei discussed the following aspects, followed by a Q&A session:

  • Claim notices – don’t miss the gate!
  • Delay & EOT – what actually counts?
  • Liquidated damages – what to check before deduction?
  • Payment clauses – “Back-to-back / Pay When Paid / Pay If Paid” – does it mean what it says?
  • Fitness for purpose vs Skill & Care – what is hidden in the specs?
  • Force Majeure – does it really cover “everything”?

The CPD event was highly informative and meaningful, with valuable exchanges and interactions among the speakers and participants. Special thanks go to Cr Betty LO (Chairperson of the HKICM CPD Committee) for her great efforts in organising this CPD event. She presented a certificate of appreciation to Mr KON Ting Fei for his excellent presentation and sharing.
