香港作為國際化大都市,擁有世界頂尖的基建項目與建築物,這背後離不開本港建造業界一直以來的努力。不過,近年香港的建造工程數量大、成本高,更出現技術工人老化的趨勢。面對重重挑戰,政府在2018年《施政報告》中提出「建造業2.0」的概念,推動行業改革,並以公營項目為試點,要求在工程合約中加入創新、專業化及年輕化三大元素。

當中包括規定工地採用管理數碼化及運用建築信息模擬技術(BIM),以加強建造監管和質量保證,同時又大力推行「組裝合成」建築法(MiC),提升生產力和縮短工期,從而增加成本效益等。不僅如此,隨著環保意識不斷加強,市區重建局亦宣布,未來的重建項目將採取環境可持續發展政策,以回應本港對環保建築物與日俱增之需求。

面對日新月異的建築技術,建造業從業員需顧及的範疇也愈來愈多,過往的知識及經驗未必足以應付嶄新挑戰。因此,業界人才需順潮而動、定時進修,以緊貼最新行業趨勢。

香港營造師學會亦深明持續進修的重要性,因此一直組織各類課程及培訓活動,以滿足會員自我增值的需求。培訓內容極為多元化,涉及綠色可持續建築技術、資訊及自動化科技、數碼化建築等趨勢和展望,另外也包括香港專業工程人員在大灣區的機遇,以及成功工程的案例分享,讓會員能夠以策略性和創新思維,配合世界級的領導技巧,推進建造工程項目,進一步提升專業水平和形象。

過去一年,在疫情肆虐的情況下,學會仍每月舉辦網上活動,並緊貼時勢,加入與疫情相關的課題,如預防保護及工程延期的合同問題等,為建造業界從業員提供新思路,在「疫」境中持續增值進步。

Mr Joseph Chung

Joseph Chung is a Solicitor Advocate. He is also a registered foreign lawyer of the
Singapore International Commercial Court. He was previously a Barrister until he became a Solicitor in 2001. He is also a fellow member of the Chartered Institution of Civil Engineering Surveyors.

Joseph has extensive experience in all aspects of construction in both private and public sector work, advising developers, contractors, consultants and banks.

Over the years in his practice as a lawyer, he has been involved in many high profile construction projects, including the Hong Kong airport core project, the Express Rail Link and the Hong Kong-Macau-Zhuhui Bridge. He was involved in the Commission of Inquiry into Excess Lead found in Drinking Water in 2015/2016. He is recommended in the area of construction in the Asia Pacific Legal 500 (2014 – 2021 editions) and acknowledged as one of the leading lawyers in the area of construction in Chambers Asia Pacific (2014 – 2021 editions) and the exclusive winner of the “Construction” category in Hong Kong by the Client Choice Awards 2018 & 2021. He is also recognised as a Leading Construction & Infrastructure Litigation Lawyer (2020 – 2021) and a Leading Front End Construction, Infrastructure & Projects Lawyer (2020) by Doyle’s Guide Hong Kong.

Joseph is the co-author of the Hong Kong version of one of the leading UK construction text “Emden’s Construction Law in Hong Kong”.
