近年各地捲起斷捨離風氣,捨棄舊有不必要之物。套用於歷史建築物上,應拆卸重建,還是保留保育,值得我們反思。
 
處理活化建築項目挑戰重重,需要營造師、建築師、工程師及測量師等專業人士攜手合作,項目方能順利完成,為歷史建築物賦予新生命。筆者有幸成為美荷樓活化工程的營造師,過程中克服了不少挑戰。例如需符合現行條例、解決結構限制問題、文物保存及接駁公共設施渠道等。
 
歷史建築物大多未能符合現行建築物條例中對採光、通風、防火和無障礙通道等要求。以美荷樓為例,建築師拆除原有公共浴室之中座構建物,原址興建新中座包括兩部升降機、樓梯及電梯大堂,以滿足現行對走火及無障礙通道等的條例要求。新中座兩端接駁舊有住戶單位,活化整個建築群為青年旅舍。這種以新建築物融入歷史建築是活化工程常用方法。
 
活化過程中需提供足夠臨時支撐,進行修復。歷史建築物使用低強度混凝土,修復時必須使用相約強度之混凝土修補砂漿,進行加固工程,以確保建築物於興建期間及活化後的結構安全。美荷樓樓底限制增加機電工程難度,工程師及承建商需細心設計,確保於有限空間內安裝機電設備,符合最低樓底要求。
 
活化歷史建築物,珍貴文物大多會擇善保存,舊物已飽歷風霜,必須悉心處理。活化過程中,美荷樓保留之文物暫存於地盤有穩定溫度濕度控制之密封環境中,以確保文物免受損害,並於工程完成後重置於展覽廳供遊人細味。
 
歷史建築座落於舊區,附近的渠管及地下設備大多鋪設已久或歷經改動,未能完全反映在記錄圖則上。因此,多做探井可掌握地下設備實況,避免不必要延誤。
 
成功活化美荷樓,項目並獲得聯合國教科文組織亞太區文化遺產保護獎,那份滿足感非筆墨所形容。期望更多年青人加入成為建築專業,薪火相傳,為我們珍貴有特色的歷史建築物活化保育,承傳下去。

Mr Joseph Chung

Joseph Chung is a Solicitor Advocate. He is also a registered foreign lawyer of the
Singapore International Commercial Court. He was previously a Barrister until he became a Solicitor in 2001. He is also a fellow member of the Chartered Institution of Civil Engineering Surveyors.

Joseph has extensive experience in all aspects of construction in both private and public sector work, advising developers, contractors, consultants and banks.

Over the years in his practice as a lawyer, he has been involved in many high profile construction projects, including the Hong Kong airport core project, the Express Rail Link and the Hong Kong-Macau-Zhuhui Bridge. He was involved in the Commission of Inquiry into Excess Lead found in Drinking Water in 2015/2016. He is recommended in the area of construction in the Asia Pacific Legal 500 (2014 – 2021 editions) and acknowledged as one of the leading lawyers in the area of construction in Chambers Asia Pacific (2014 – 2021 editions) and the exclusive winner of the “Construction” category in Hong Kong by the Client Choice Awards 2018 & 2021.
