在第五波疫情影響下,本港多個建築工地的生產力曾大減逾半,除不少從業員或其家人確診,需要隔離或強制檢疫,亦因部分建材公司暫停營運,或物流受阻,影響建材供應和原訂工程計劃,導致延誤工期。有見及此,多個承建商加速透過數碼化與智能化,進行項目管理變革,以減低對工程進度的影響,並已取得一定成效。

為實現遙距工作兼確保施工進度,不少建造團隊都引入雲端工作平台,與不同單位保持溝通,包括即時與承建商討論應對措施,檢視旗下工程合約;與物料供應商緊密聯繋,靈活調動有限的供應至地盤。另外,他們亦可透過平台靈活調動施工程序、分散施工地點等,有助追回工程進度。

營造師在工程項目系統展開數碼化及遙距升級過程中,就擔當著重要角色。他們運用專業技能和經驗,以科技加強與團隊的溝通,令資訊流動方面更為順暢。營造師在多個領域展示能力,如建築信息模擬(BIM)、場外預製及運送、共通數據環境(CDE)、物聯網(IOT)、人工智能科技(AIoT)、虛擬/增強實境(AR/VR)與數碼工程監督系統(DWSS)技術等,透過種種建築科技令工程團隊掌握更多資料,有助提升建造質量、安全性、生產力和可持續性。

除卻硬件,疫情同時改變了業內人員的心態,管理層更鼓勵創新增值,前線員工亦對數碼科技持更開放態度,上下一心藉科技優化作業模式,並透過模組化持續更新發展。

最後,疫情亦突顯了業界的守望相助精神,多家承建商善用政府推出的「防疫抗疫基金」,支援有經濟困難的工友,並加強工地防疫和防護措施,包括安排工友輪班工作、實行彈性上班及午膳時間、施工時保持適當距離,派發口罩、搓手液及其他消毒物品,並在地盤出入口為員工測量體溫、加強清潔消毒工地範圍和地盤辦公室等。當中的各種安排與協調,自然亦少不了營造師的細心策劃與主導。

由此可見,疫情為建築界不只帶來負面影響,同時亦推動業界革新轉變,往更高水平推進﹗

Mr Joseph Chung

Joseph Chung is a Solicitor Advocate. He is also a registered foreign lawyer of the
Singapore International Commercial Court. He was previously a Barrister until he became a Solicitor in 2001. He is also a fellow member of the Chartered Institution of Civil Engineering Surveyors.

Joseph has extensive experience in all aspects of construction in both private and public sector work, advising developers, contractors, consultants and banks.

Over the years in his practice as a lawyer, he has been involved in many high profile construction projects, including the Hong Kong airport core project, the Express Rail Link and the Hong Kong-Macau-Zhuhui Bridge. He was involved in the Commission of Inquiry into Excess Lead found in Drinking Water in 2015/2016. He is recommended in the area of construction in the Asia Pacific Legal 500 (2014 – 2021 editions) and acknowledged as one of the leading lawyers in the area of construction in Chambers Asia Pacific (2014 – 2021 editions) and the exclusive winner of the “Construction” category in Hong Kong by the Client Choice Awards 2018 & 2021. He is also recognised as a Leading Construction & Infrastructure Litigation Lawyer (2020 – 2021) and a Leading Front End Construction, Infrastructure & Projects Lawyer (2020) by Doyle’s Guide Hong Kong.

Joseph is the co-author of the Hong Kong version of one of the leading UK construction text “Emden’s Construction Law in Hong Kong”.
