Ir Gordon Kwok

Gordon is currently working as an Associate Director and a contract expert for JCP Consultancy International Limited.  Gordon has experience across multiple infrastructure projects involving both NEC and traditional contracts such as General Conditions of Contract of Hong Kong SAR Government, and Conditions of Contract in the private sector such as MTR Conditions of Contract, and MTR Target Cost Contract.

Gordon is a legally trained chartered Civil Engineer, an accredited NEC Project Manager for both NEC 3 and NEC4, an accredited Mediator, a trained negotiator with hands-on negotiation experience in the engineering industry. Gordon is also a Mentor for Institute of Civil Engineers and is passionate to serve the Institute by sharing his contract experience with graduate engineers or junior engineers.

Ms Letty Ma

Ms Letty Ma joined Thomas Telford Ltd in January 2018 to promote the use of NEC contracts in the region.  She works closely with the Development Bureau, Works department and Professional Institutions to address the needs and challenges on the cultural transformation from the conventional contract to NEC – a collaborative approach to recognize excellence in project delivery and practice in the region. Prior joining Thomas Telford Ltd, she is an IT veteran in a Global Research & Best Practice organization for C-levels business decision and analytics solutions.

Ir C.K. Ng

Ir C K Ng graduated from HKU in Civil Engineering and received an MSc in GIS from PolyU. Ir Ng is an NEC PM, CCBM, Civil Engineer, GIS/UU Specialist and Construction IT consultant. He had over 30 years civil engineering experience mainly as Engineer’s Representative before setting up his BIM and Construction IT consultancy. He is now promoting digital construction by means of a Common Data Environment.

 

Ir Ng started his career with the Hong Kong Government as a civil engineering graduate, assistant engineer and engineer in various engineering departments. In 1991-95, he worked as a CADD designer for railway project and a programmer for asset management system in Canada. He spent most of the engineering career as a resident site staff for the contract administration and site supervision for government infrastructure projects. Ir Ng is a Fellow Member of the Hong Kong Institution of Engineers of the Hong Kong Institute of Utility Specialists.

 

In 2013, Ir Ng set up his BIM consultant company providing BIM services of all aspects. Up to now, he has been taking part in more than 50 BIM projects as a BIM Manager or Project Director. He is a professional member of the Hong Kong Institute of BIM and HK CIC Certified BIM Manager. Ir Ng is the co-author of the HK CIC BIM Standards for Underground Utilities.

 

To promote the use of information of communication technology, Ir Ng also set up a software R&D company to develop SaaS platform for the digital transformation of the construction industry. With his knowledge and experience on NEC and site supervision, his company developed applications of NEC (PSC/ECC/TSC) Workflow and Digital Works Supervision System.  

 

Ir Ng is serving as a committee member of the CIC Task Force on BIM Training and the Advisory Committee of Water Supplies.

Dr Daron Leung

Mr Joseph Chung

Joseph Chung is a Solicitor Advocate. He is also a registered foreign lawyer of the
Singapore International Commercial Court. He was previously a Barrister until he became a Solicitor in 2001. He is also a fellow member of the Chartered Institution of Civil Engineering Surveyors.

Joseph has extensive experience in all aspects of construction in both private and public sector work, advising developers, contractors, consultants and banks.

Over the years in his practice as a lawyer, he has been involved in many high profile construction projects, including the Hong Kong airport core project, the Express Rail Link and the Hong Kong-Macau-Zhuhui Bridge. He was involved in the Commission of Inquiry into Excess Lead found in Drinking Water in 2015/2016. He is recommended in the area of construction in the Asia Pacific Legal 500 (2014 – 2021 editions) and acknowledged as one of the leading lawyers in the area of construction in Chambers Asia Pacific (2014 – 2021 editions) and the exclusive winner of the “Construction” category in Hong Kong by the Client Choice Awards 2018 & 2021. He is also recognised as a Leading Construction & Infrastructure Litigation Lawyer (2020 – 2021) and a Leading Front End Construction, Infrastructure & Projects Lawyer (2020) by Doyle’s Guide Hong Kong.
