Cr. CY Wong will speak on behalf of CR Construction Company Limited for the seminar. He has over 22 years of experience in engineering and construction management, execution, and site management in various projects of institutions, Commercial and Infrastructure projects.
CY have over 20 year experience in engineering and construction management. CY was responsible for building construction project, to progress monitoring, contract management, to ensure project quality and control submission of relevant statutory regulations. CY also motivate project team to achieve target on project completion.
It has been a great honour for me to join the Construction Management Awards 2020. I learnt through participating in the award. With the support of CR Construction Company Limited and project team members, I believe I can for further and achieve more success in the future.
Cr Phyllis Chen is a building engineering profession having 18 years postgraduate working experiences in coordination works of both government and private building construction projects in Hong Kong and Macau. Her experiences covered building foundation, superstructure, ABWF, facade and A&A works. Also, Phyllis is familiar with the construction procedures, contractual / statutory requirements, technical considerations, site planning and progress monitoring of building projects.
Phyllis holds a degree in Building Engineering and Management and a Master degree in Construction Project Management. She is corporate member of Charted Institute of Building (MCIOB), The Hong Kong Institution of Engineers (MHKIE) and Hong Kong Institute of Construction Managers (MHKICM) and Registered Professional Engineer – Building Discipline (RPE-BUD) and BEAM Professional. She is appointed to act for Gammon as Authorized Signatory of Registered General Building Contractor for the purposes of the Building Ordinance since 2019.
She is also selected as a recipient of Outstanding Alumni Award of PolyU BRE 2021 (Young Category)
Phyllis is the Project-In-Charge of Central Plaza Podium Extension, Wan Chai leading the team to complete the project in 2009. After that, Phyllis was working in Advanced Manufacturing Centre (AMC) project in Tseung Kwan O Industrial Centre, Hong Kong. This project is implementing new methods and approaches that support the Government’s Construction 2.0 initiative, which centres on innovation, professionalization and revitalization. Phyllis is one of the key members pioneering the change.
Currently, Phyllis is working in the largest modular integrated construction (MiC) student hostel project in Hong Kong to date – CityU Hostel at Whitehead, Ma On Shan. The project includes construction of six hostel halls ranging form 13 to 18 storeys, providing over 2,100 hostel places for students, with a total of 1,344 MiC units manufactured off-site.
Cr Ronald Chan has started construction career since 2013 and is currently an Assistant Project Manager. He owned project management experience to varies nature of construction projects, such as hotel, residential and commercial development.
Ronald is keen to develop all-round profession in construction management. He is Member of the Hong Kong Institute of Construction Manager (HKICM) and Chartered Institute of Building (CIOB). He also obtained BEAM Pro and WELL AP for Green Building Certification.
Ronald is committed to the development for HK construction industry. He actively participated in Construction Job fair and University Campus sharing to local students for industry promotion. Ronald also highly involved into internal and external events in the industry, such as MC of Company Annual Dinner, Quality Building Award.

Joseph Chung is a Solicitor Advocate. He is also a registered foreign lawyer of the
Singapore International Commercial Court. He was previously a Barrister until he became a Solicitor in 2001. He is also a fellow member of the Chartered Institution of Civil Engineering Surveyors.
Joseph has extensive experience in all aspects of construction in both private and public sector work, advising developers, contractors, consultants and banks.
Over the years in his practice as a lawyer, he has been involved in many high profile construction projects, including the Hong Kong airport core project, the Express Rail Link and the Hong Kong-Macau-Zhuhui Bridge. He was involved in the Commission of Inquiry into Excess Lead found in Drinking Water in 2015/2016. He is recommended in the area of construction in the Asia Pacific Legal 500 (2014 – 2021 editions) and acknowledged as one of the leading lawyers in the area of construction in Chambers Asia Pacific (2014 – 2021 editions) and the exclusive winner of the “Construction” category in Hong Kong by the Client Choice Awards 2018 & 2021. He is also recognised as a Leading Construction & Infrastructure Litigation Lawyer (2020 – 2021) and a Leading Front End Construction, Infrastructure & Projects Lawyer (2020) by Doyle’s Guide Hong Kong.
