Programme Highlight:

In this talk, Cr Sam LI will introduce the different categories of AS under registration system in Buildings Department. It will cover the statutory control mechanism and the required qualification of AS. Mr. LI will also highlight the statutory role, function, and duties of AS as well as Site Safety Supervision Plan.

Cr Bill NAM will introduce the Practice Notes for Registered Contractors (PNRC) and highlight the key PNRCs and the latest updates. Mr. NAM will also highlight the risks of being an AS and review prosecutions related to AS in recent years.

Cr Bill NAM

Cr Bill NAM is an Authorised Signatory and Deputy Project Director of a local reputable Main-contractor. He is the Corporate Member of HKICM, CIOB and HKIPM. He has over 25 years of experience in construction project management in various projects in Hong Kong as MongKok Stadim and Disneyland Resort – Hotel 3 Explorer’s Lodge, Macau as Studio City and PRC.

Cr Sam LI

Cr Sam LI is an Authorised Signatory and Project Manager of a reputable main contractor. He is the corporate member of HKICM, CIOB and CABE. He has over 20 years of experience in construction project management in various building, A&A and maintenance projects in Hong Kong International Airport, MTR, Hospital Authority, Architectural Services Department and also Private Sector.

Mr Joseph Chung

Joseph Chung is a Solicitor Advocate. He is also a registered foreign lawyer of the
Singapore International Commercial Court. He was previously a Barrister until he became a Solicitor in 2001. He is also a fellow member of the Chartered Institution of Civil Engineering Surveyors.

Joseph has extensive experience in all aspects of construction in both private and public sector work, advising developers, contractors, consultants and banks.

Over the years in his practice as a lawyer, he has been involved in many high profile construction projects, including the Hong Kong airport core project, the Express Rail Link and the Hong Kong-Macau-Zhuhui Bridge. He was involved in the Commission of Inquiry into Excess Lead found in Drinking Water in 2015/2016. He is recommended in the area of construction in the Asia Pacific Legal 500 (2014 – 2021 editions) and acknowledged as one of the leading lawyers in the area of construction in Chambers Asia Pacific (2014 – 2021 editions) and the exclusive winner of the “Construction” category in Hong Kong by the Client Choice Awards 2018 & 2021.
