智慧生活丨融入灣區發展智慧施工 營造師推動「建造業 2.0」

增加房屋供應、醫療和基建發展,一直是歷屆政府的首要任務,如北部都會區和落馬洲河套區建設。早在2018年特首施政報告已提倡「建造業2.0」概念,吸納青壯年入行,打破傳統業界勞工密集、低產能與高風險的形象。到底「建造業2.0」所謂何事?適逢「優質建築大獎2022」現正接受提名,由本屆舉辦單位「香港營造師學會」同大家講清講楚!


疫情與老化 建造業面對雙重打擊

大灣區基建積極推展,政府期望能加快工程進度,惟新冠疫情導致邊境管制,加上大量工友染疫,影響建築物資運往地盤,不少工序大幅延誤。身兼本屆大獎籌委會主席、香港營造師學會前會長鄧智宏營造師坦言,除疫情因素引起的短期挑戰外,業界還要面對人才流失的壓力。「地盤長期人手短缺,而且有多個項目同時施工,急需大量生產力來紓緩問題。」他引述職訓局的統計,現時三至四成工友為50歲以上,且以每年約3%退休流失;根據政府統計處數據,去年65歲或以上人口約150萬,已佔香港人口兩成,老化問題加劇。「減低人手依賴、提升產能,同時保持施工質量和安全,是業界急切解決的問題。」故此積極應用建築科技,提升業界承載力和可持續性,就是政府提倡「建造業2.0」的原意,「我們響應政府措施,鼓勵業界邁向專業化和年輕化,藉獎項表揚轉型翹楚。」


BIM、MiC與MEP 建築科技三巨頭

為減少工友手作施工,減低在地盤高危地區的人員流動,並縮短暴露作業的時數,近年行內相繼採用BIM、MiC與MEP等建築科技。身兼本屆大獎評審小組委會主席的岑厚德營造師Daniel逐一簡介,「BIM是指『建築信息模擬技術』,專業人士會在虛擬環境中進行設計和建造工作,代替傳統落site人手規劃,更安全且準確估算各施工階段的項目成本,達至降低變數和出錯。」Daniel認為BIM不止是3D繪圖,更是整個工程生命周期以至日後物業管理的跨界溝通平台,「物管人員甚至能透過BIM作調控、排解和維護工作。「BIM還可作培訓用途,透過VR虛擬實境,糅合數碼影像和現實操作,讓工友安全實習。」

至於MiC與MEP,Daniel稱兩者皆屬於應用場外建造的例子,「MiC是指『組裝合成』建築法,將施工最繁複的屋宇設施,如單位間隔和裝飾工程等,預先在廠房完成,再運往工地像砌積木般疊建。」至於MEP則是機械、電氣和管道系統的預製組件,這些皆為DfMa(可供製造和裝配的設計)特性,能夠在預製工場量產,取代地盤現場建造。「香港科學園的創新斗室InnoCell,正是大量採用上述3項科技建成的。」Daniel補充。


迎合趨勢 增認證臨時建築物項目

正如引言提及,香港要推動「建造業2.0」鼓勵業界智慧施工,香港營造師學會聯同8個業界組織舉辦「優質建築大獎2022」,旨在表揚卓越建築項目。評審團成員謝偉正營造師Tony表示,「為配合主題,本屆特設『創新項目大獎』和『可持續發展項目大獎』,前者嘉許建築科技應用,後者更呼應減碳和綠色項目。」為迎合疫情下大量臨時建築物的出現趨勢,大會還增設「臨時建築物」項目供業界參與,報名截止日期為6月9日中午12時正。

Mr Joseph Chung

Joseph Chung is a Solicitor Advocate. He is also a registered foreign lawyer of the
Singapore International Commercial Court. He was previously a Barrister until he became a Solicitor in 2001. He is also a fellow member of the Chartered Institution of Civil Engineering Surveyors.

Joseph has extensive experience in all aspects of construction in both private and public sector work, advising developers, contractors, consultants and banks.

Over the years in his practice as a lawyer, he has been involved in many high profile construction projects, including the Hong Kong airport core project, the Express Rail Link and the Hong Kong-Macau-Zhuhui Bridge. He was involved in the Commission of Inquiry into Excess Lead found in Drinking Water in 2015/2016. He is recommended in the area of construction in the Asia Pacific Legal 500 (2014 – 2021 editions) and acknowledged as one of the leading lawyers in the area of construction in Chambers Asia Pacific (2014 – 2021 editions) and the exclusive winner of the “Construction” category in Hong Kong by the Client Choice Awards 2018 & 2021. He is also recognised as a Leading Construction & Infrastructure Litigation Lawyer (2020 – 2021) and a Leading Front End Construction, Infrastructure & Projects Lawyer (2020) by Doyle’s Guide Hong Kong.

Joseph is the co-author of the Hong Kong version of one of the leading UK construction text “Emden’s Construction Law in Hong Kong”.
