去年季末,我履任香港營造師學會會長,正值學會紮根香港四分一世紀,適逢香港特別行政區回歸25年之際,學會亦同步迎來銀禧誌慶,經過多年發展,會員人數已超過3,300人,當中約1,300人具備專業會員資格。

隨著時代發展,營造管理及技術要求日趨精密多元,科技發展及器材亦不斷進步,營造師的重要性與日俱增。作為建造工程的總指揮,我們需要管理工程的時間、成本、質量、安全,以及環保等範疇,以專業確保建築質素,令市民能安居樂業。這種創新求進的理念是學會發展的基石,亦是我們引以為傲的特色。這兩年全港逾千個地盤仍能在疫情期間繼續施工,正引證我們會員的專業管理。

因應業界發展的癥結,我們再次提出「規範化專業營造師註冊制度」及「香港與內地互認營造師資格」兩大倡議 。現已有多間建築公司支持相關倡議,並表示會優先聘用註冊營造師,若獲政府採納註冊營造師制度,定可提升香港建築界的形象及競爭力。

為配合大灣區發展、香港北部都會區及雙城三圈等建設,未來將有多項跨境建築工程,兩地交往將更趨頻密。早在2008年學會已與中國建築業協會建造師分會簽訂《合作交流協議書》,在2018年再簽訂深化合作交流協議書,以建立更全面的戰略合作關係。學會又在2020年與廣東省土木建築學會及廣東省公路學會,簽署建築工程技術人員資格互認協議,推動與內地商討銜接,抓緊拓寬未來本地和跨境建築工程的黃金發展機遇。

此外,為表揚在建築業界立下非凡成就的營造管理專業團隊及業界精英,香港營造師學會自2016年起舉辦「營造管理優秀大獎」,2022年度營造管理優秀大獎比賽結果已於11月18日週年晚宴公佈。同時,學會已推出全新會徽,配合口號「營造廿五載,建設育專才」,以彰顯對吸引年青人、孕育未來領袖的重視。

回顧過去25年,學會默默耕耘,推動營造管理專業。展望未來,我們將繼續努力不懈,秉承創會的宗旨,繼往開來,為建築業界作出更大的貢獻。

Dr Daron Leung

Mr Joseph Chung

Joseph Chung is a Solicitor Advocate. He is also a registered foreign lawyer of the
Singapore International Commercial Court. He was previously a Barrister until he became a Solicitor in 2001. He is also a fellow member of the Chartered Institution of Civil Engineering Surveyors.

Joseph has extensive experience in all aspects of construction in both private and public sector work, advising developers, contractors, consultants and banks.

Over the years in his practice as a lawyer, he has been involved in many high profile construction projects, including the Hong Kong airport core project, the Express Rail Link and the Hong Kong-Macau-Zhuhui Bridge. He was involved in the Commission of Inquiry into Excess Lead found in Drinking Water in 2015/2016. He is recommended in the area of construction in the Asia Pacific Legal 500 (2014 – 2021 editions) and acknowledged as one of the leading lawyers in the area of construction in Chambers Asia Pacific (2014 – 2021 editions) and the exclusive winner of the “Construction” category in Hong Kong by the Client Choice Awards 2018 & 2021. He is also recognised as a Leading Construction & Infrastructure Litigation Lawyer (2020 – 2021) and a Leading Front End Construction, Infrastructure & Projects Lawyer (2020) by Doyle’s Guide Hong Kong.

Joseph is the co-author of the Hong Kong version of one of the leading UK construction text “Emden’s Construction Law in Hong Kong”.
