香港位於亞熱帶,雖然差不多有一半時間氣候溫和,但也經常受到熱帶氣旋,強烈冬季及夏季季候風以及季風槽等極端天氣影響。每年四至九月更是頻發狂風雷暴,很多時候令人措手不及,尤其是經常在戶外工作的地盤工友,受其影響更深。

雖然強風暴雨是正常天文現象,但它們的威力不容小覷,不但可影響工作,有時甚至導致意外發生,造成人命傷亡。近幾年來,天鴿、山竹等超強颱風過境時,無不對地盤工作造成巨大影響,所以承建商應盡早為僱員制定應對極端天氣的應變安排,並且提早作出相應預防措施,以策安全。

勞僱同心協力 應對風雨季節

承建商應盡早與員工訂明有關熱帶氣旋警告、暴雨警告或超強颱風後的「極端情況」,以及其他惡劣天氣下合理而切實可行的工作安排,包括上班、下班、復工及在家工作(如適用)等,並在過程中諮詢員工及讓他們參與制定有關的工作安排及應變措施,以避免不必要的誤解、爭拗及混亂。

為確保建築工人在惡劣天氣下的工作安全,當香港天文台預告將會發出惡劣天氣警告時,僱主應盡早評估在當前惡劣天氣下工作的風險,以辨識和分析有關危害,例如吊運工作不應在此等情況下進行等。僱主應參考勞工處出版的《颱風及暴雨情況下工作守則》和《惡劣天氣下的工作安全指南》,盡量避免委派工人在受惡劣天氣影響的地方進行戶外建築工程,尤其是棚架工程及起重機操作。離開前應將所有棚架、圍板等加固拉緊,移除或縛緊鬆散的物料,並拆除棚架上的帆布,依照起重機製造商的操作手冊,將起重機吊臂擺放於適當及安全位置,及為起重機和其他高架起重機作適當接地防護,避免雷擊。

對部分仍須於建築地盤工作的工人,應制定安全和不會危害健康的工作系統,包括安全計劃和緊急應變計劃,並提供個人防護裝備,例如安全帽連帽帶、反光衣、安全水靴等,及可供容身的安全庇護地方或構築物,保護工人不受強風、閃電或暴雨的影響。承建商應留意香港天文台發放的特別天氣提示及警告,時刻監察天氣情況的變化,以便及時作出適當的工作安排。

正所謂「天有不測之風雲」,僱主及僱員應該同心協力,一同為應對風雨季節做好準備,並在惡劣天氣出現時做足所有安全措施,便能將惡劣天氣對工作安全的影響減至最低。

Mr Joseph Chung
