香港文匯報 – 疫下建材運輸延遲建築工人開工不足

香港文匯報訊(記者顏倫樂) 本港疫情緩和,防疫限制亦逐步放寬,但不少行業仍然「水深火熱」。其中內地疫情持續下,建築業受到的影響未有減少,香港營造師學會會長馮國強接受香港文匯報記者訪問時指出,香港與內地的陸路跨境物流至今未緩解,水運又變相大幅增加數倍成本,而且運力亦有限,以致建材未到位,也變相令部分工人「開唔足工」。

陸路變水路運輸成本貴幾倍


馮國強提到,3 月中深港跨境運輸實施閉環管理措施,令不少司機卻步,影響物資包括供港建材,雖然改用船運可解決部分問題,但不少廠房位置不靠近水路,改水路運輸變相大幅增加了運輸成本,「講緊係貴幾多倍」。業界希望政府盡快與內地商討通關安排,至少讓跨境司機可以特事特辦,最大限度便利他們的檢疫安排。

內地為本港主要建材供應地,受疫情影響,3 月中深圳對深港跨境運輸實施閉環管理措施,所有深港跨境貨車入境深圳後,須在深圳皇崗、文錦渡、蓮塘、深圳灣口岸接駁點,實施陸路跨境運輸集中接駁,深港跨境司機在接駁點與內地接駁司機交接車輛。馮國強表示,閉環管理下,不少司機擔心兩地檢測標準不一樣,一旦確診便會影響工作生計,而且接駁場的輪候時間較長,索性停工,令跨境司機人手減少,影響供港建材時間。

他提到,雖然船運能解決部分運輸問題,但亦受到一定限制,首先船期有限,相對於陸路運輸較少彈性,其次預約船期一旦遇到突發情況延誤,亦會連環影響其他船期。此外,不少建材廠的位置並不近海或河流,要改用水路,變相就要增加運輸的成本。他說:「位置越遠離水路,運輸成本就越貴,講緊係貴幾多倍。而更大問題是,即使肯加錢,建材亦未必能在預訂時間到來,因為會受疫情影響。」

另一個問題,是內地近月亦因疫情嚴峻而影響了建材的供應鏈,他舉例一些「組裝合成」建築法(MiC),其建材來自不同城市,例如鋁材自廣東省、玻璃材料來自上海,疫情下各城市按下慢行鍵,最終間接影響不同項目的建築進度。他續說,其中英泥最近就因為來港供應有限,價格一直上升。而除了運輸問題,建材供應亦受到全球局勢動盪的影響,他表示,早前俄烏局勢緊張,除令到油價急升,由於俄羅斯是鋼鐵出口大國,部分建材如鋼鐵就明顯上升,不過價格最近有穩定下來。

業界冀放寬跨境司機檢疫

受建材供應滯後影響,不少工程進度延長,馮國強表示,政府對旗下受疫情影響進度的工程項目會給予酌情處理,他期望私人業主可參考政府做法,對工期期限亦酌情處理。他坦言,雖然香港疫情緩和,但內地疫情仍然持續,加上檢疫安排不同,無助解決建材短缺問題,要全面回復正常,就只能期望內地及香港的疫情都盡快完結,馮國強亦希望政府盡快與內地商討通關安排,至少讓跨境司機可以特事特辦, 最大限度便利他們的檢疫安排。

至於建築業的薪酬,近期亦受到疫情影響,早前疫情高峰時建築工人工資大幅攀升,但最近人手已經回復到正常水平,而目前工資大約較之前有一成增幅。目前行業最大問題是建材未到位,變相令部分工人「開唔足工」。他續說,反而一些高層人員目前更有需求,尤其在「組裝合成」建築法(MiC)及建築信息模擬技術(BIM)等逐漸普及下,有相關經驗的專業人士,工資動輒較之前提升30%至50%,「好搶手」。他認為政府可以考慮輸入相關人才,但長遠有需要做更多培訓。
