頭條日報 – 香港營造師學會 倡「專業營造師註冊制度」 提升專業形象邁向新里程

香港營造師學會(「學會」)成立至今二十五載,與香港同步發展,見證回歸25年以來多項基礎設施項目和大型建築的落成!隨着施政報告提出推行一系列增加土地及房屋供應計劃,業界將面對龐大的工作量,學會建議政府加快規範化「專業營造師之註冊制度」,確立營造師的專業地位;同時加緊粵港澳三地的對接,盡快取得與內地互認有關專業資格,以抓緊未來本地和跨境建築工程的黃金發展機遇。

1997年5月5日成立的香港營造師學會,肩負協調和監督各類建築項目,促進建築施工和土木工程管理的實踐和專業標準,是獨立於政府的非牟利專業團體。多年來專業營造師被喻為建築團隊的「總指揮師」,牽涉不同範疇,發揮監管和聯繫的重要角色。學會早年的創會會員約有600多人,大部分是香港建築業協會及英國特許建造學會成員,時至今天會員人數倍增至約3,200人,正式會員約1,200人,多來自認可施工及專案管理經驗的建築師、工程師、測量師等專業人士。

協調和監督整個建築專案

香港營造師學會會長馮國強表示,學會會員不但為發展商和建築商就建築工程作出諮詢,亦擔任政府部門認可諮詢委員會的委員,不遺餘力服務香港社會。同時,亦在兩地交流上肩負橋樑角色。學會現時註冊營造師只有約260多名,面對未來建築工程大增,估計營造管理人才短缺多達300至500人,為滿足市場需要,建議設立「專業營造師註冊制度」及盡快與內地互認專業資格。學會於2008年及2018年分別與中國建築業協會建造師分會及廣東省建築業恊會簽訂了兩會《交流合作協議書》,以促進兩地營造管理專業人員之經驗交流與合作。

創新智能管理掀建築新氣象

馮國強指出:「一位專業營造師是將建築的設計藍圖變身成為立體的建築物,在構思設計、落地建設、後期維護等都需要與各方面的專業人士通力合作,所牽涉的專業範疇既廣泛又專門。營造師要掌握設計、地質、環境和物料的特性外,亦要緊貼日新月異的建築科技,例如建造業廣泛使用的建築資訊模型(BIM)、組裝合成建築法(MiC)及機電系統模組化(MIMEP)等嶄新技術,再配合智能管理施工,才可實現精準有效的工程管理。過去兩年疫情下,每天有10萬名員工在超過1,400多個工地工作,箇中的防疫安全、質量控制、建築管理、科技發展、物流運輸、法例規範都要有全面的認識,才可切合不同的需要。」

香港營造師學會上任會長謝偉正強調:「未來10年建築量有增無減,營造師作為建築界的『通才』,發展空間龐大。學會為提升在業界的專業形象,自2013年提出營造師註冊制度,認同行業步向『年青化』和『專業化』發展,推進行業轉型升級以應對未來挑戰。近年建造業在設計、結構和建造,以至建築施工、監管和分析都趨向智慧型發展,毋須落手落腳進行決策,只需通過電腦程式、數據輸入及文書管理已有效提升工作效率,無疑吸引年青人加入成為生力軍。因此,學會希望盡快落實營造師註冊制度,一方面加強建造監工與質量保證,另一方面亦提升行業的認受性及專業地位,吸納更多年青人入行。」

香港營造師學會副會長孟家榮補充稱:「學會一直為政府、行業出謀獻策,今次倡議設立營造師註冊制度,確保從業員的專業行為和道德守則、資歷評審和認證資格,驅使專業知識緊貼時代步伐,以保障社會公眾的利益。此外,營造師注重學術技能和職業訓練,學會除了設置青年會員外,亦在中學層面投放大量資源,教育青年認識建造業的發展前景,讓他們了解行業特性,盡早作出生涯規劃。」

營造管理優秀大獎備受業界認同

學會為慶祝今年邁向25周年將推出多項慶祝活動,力求與業界、公眾齊步向前。香港營造師學會理事、活動籌備委員會主席湯毓祺表示,學會去年率先舉辦不同的研討會和講座,邀請多間國內外的建築公司、香港政府部門、香港建築商會及會員等出席,分享建築業的最新發展和創新科技,例如邀請國內大型發展商碧桂園的研究部人員,首次公開其研發的機械師技術及如何應用在工地和屋苑。

此外,學會今年再度推出「營造管理優秀大獎」,參賽人數為歷屆之冠,反應熱烈。當中報名參賽的項目不乏大型的博物館和政府創新項目等,而中型項目反應同樣熱烈,不少承建商都組隊參賽,加上星級評審團由政府官員及業界頂尖人物組成,令比賽生色不少,亦足證其市場認受性。

為迎接25周年這個重要里程碑,學會更特別設計新徽章、新口號,以專業嶄新形象面向公眾,迎向建造業「黃金時代」,為經濟增長、市民福祉及城市發展開創正面效益。

申請成為註冊營造師:(a)學會之法定會員不少於2年;及(b)在申請註冊的日期前已在香港有兩年相關的專業經驗;及(c)必須為(i)認可人士或註冊結構工程師;或(ii)註冊建築師、註冊專業工程師(建築、屋宇設備、土木工程、岩土或結構)或註冊專業測量師(建築或工料測量);或(iii)是註冊一般建築承建商的授權簽署人;或(iv)已獲得認可的建造管理碩士學位或管理局認可的相等學歷;或(v)已完成由學會安排的一個指定註冊營造師銜接課程並成功通過評核;以及其他條件等。

Mr Joseph Chung
