無綫新聞 – 尖沙咀四級火 消防指地面消防泵失靈 向承建商發消除火警危險通知書

尖沙咀中間道海員俱樂部重建地盤上周發生四級大火。消防指當日地面消防泵未能運作,已向承建商發出消除火警危險通知書。有工程界指,若消防泵水壓不夠,亦未必能撲滅大火。

尖沙咀中間道地盤大火焚燒逾九小時才救熄。消防當日指,僅可用臨時裝置滅火。

消防處副消防總長姜世明曾稱:「我們需要大量人手,將輸水工具如重型泵,帶上較高樓層。」

消防指火警發生當日,發現工地地面固定消防泵未能正常運作,根據《消防條例》已構成火警危險,已向承建商發出消除火警危險通知書,要求整改。消息指,暫仍未知消防泵未能運作的原因,是因為火警燒毀電線或其他原因導致。

香港營造師學會會長孟家榮表示:「很多工地,消防處會來檢查消防工地裝置,不同區的消防局,他們一見到有地盤也會來巡視,巡視外也會來測試,若承建商沒有根據通函做,往往會被用作以舉證責任,證明承建商未有盡力做好。」

香港建造商會亦指,地盤需否設消防泵,視乎承建商簽署的合約。

香港建造商會會長林健榮表示:「所有政府合約工程都已列明此條款,令我們所有承建商都需跟著做,私人合約中,是否有要求就不太清楚。」

但有喉管業界稱,即使地盤有消防泵,亦見過多次消防滅火時未有使用,因為水壓或未必足夠。

喉管從業員總工會主席趙建強指出:「水是來自水務署供應予地盤的臨時水用,因應地盤的高度大小,可能喉的流量本身不多,小火可自救,但指揮官衡量現場環境,是否敢保證水泵有電可運作?」

另外,消防處與香港註冊消防工程公司商會會面,提醒他們需遵守消防處指引,安裝供水系統的消防設施,供消防人員在火警中使用。
