星島日報 – 專家倡閉環式運物料「避免慢工」

防疫限制逐步放寬,但本港建築業仍面對不少挑戰,香港營造師學會會長馮國強接受本報專訪時表示,由於內地個別地區亦會爆發疫情,部分建築物料難以供港,加上本港貨車司機無法往返國內,致建築物料的運輸時間延長,現時有部分地盤的建築進度,已因此而拖慢一個半至兩個月。他冀望,特首李家超可以與內地當局商討,容許本港貨車司機採「閉環式」方法往返國內運送建築物料。

本港第五波疫情爆發已經半年,馮國強稱,早於疫情爆發初期,中港兩地物流運輸已受影響,當中香港跨境貨車司機以往可直接往返內地廠房運送貨物來港,不過因部分司機染疫,現時本港司機只能前往位於本港的中轉站,等候內地司機將貨物送抵該處,拉長整體運輸時間。

內地爆疫封城影響監管進度

除本港疫情外,馮國強稱,由於內地個別地區亦會爆發疫情,甚至出現封城的情況,對本港建造業亦帶來影響。他舉例解釋:「玻璃幕牆在廣東安裝,但可能玻璃產地位於上海,鋁材產地在則其他城市,如果上海封城,則不能把玻璃送抵廣東安裝,即使有鋁材,亦不能製造玻璃幕牆。建築地盤有好多構件,每個構件有好多配件,多到不能想像,只要一樣配件來不到,整個構件都不能組合。」

香港營造師學會副會長孟家榮稱,部分本港建築商或於內地有多個不同工場,故需要派員到不同的工地監管,不過由於內地不同城市,疫情嚴重程度不同,一旦個別地區疫情爆發,則影響監管職員的流動。他舉例指,假設深圳疫情趨勢重,而相關職員曾於區內工地視察,若他及後前往其他地方的工地,當地政府或會要求該職員先隔離數日,故對於業界帶來不便。

部分地盤工程已落後兩月

現時有很多公營項目均採用組裝合成建築法興建,孟家榮稱,現時陸路運輸情況未如理想,未能穩定地將預製組件運往地盤,故部分地盤只能「做下停下」,至於部分工地面積較大的地盤,則可以透過水路將數以十件計的預製組件運往工地存放,情況相對理想。

馮國強稱,現時有部分地盤的建築進度,已因此而拖慢一個半至兩個月,因此希望新任特首李家超可以與內地當局商討,容許本港貨車司機採「閉環式」方法往返國內運送建築物料,讓物料供應保持穩定。他稱,若採「閉環式」做法,本港跨境司機進入內地境內,則不可以離開車內,直接前往工地取貨,然後直返香港,相信不會影響疫情。

馮國強亦建議,政府可考慮善用鐵路系統,將部分建築物料透過火車運抵本港,由於每列火車有多個車卡,載貨量多,因此相信將對物料運輸,帶來相當大的幫助。
