Paul is a structural engineer, MHKIE, MIStructE, CEng, FHKICM, a professional construction manager for many construction projects in Hong Kong and Overseas with solid construction management skills gained over the last 35 years.  Currently, he is the Managing Director of Techoy Construction Company Ltd; Executive Director of Thelloy Development Group; Director of NovaTechoy Modular Construction Co. Ltd.; Honorary President of Hong Kong Institute of Construction Managers; The Immediate Past President of The Society of Builders Hong Kong; Director of Hong Kong Quality Assurance Agent and Chairman of Hong Kong Lo Pan Kwong Yuet Tong.  He had rendered services to the Advisory Committee of Civil and Environmental Engineering of the Hong Kong Polytechnic University and Building and Civil Engineering and Built Environment Training Board of Vocational Training Council.
Content Details


Transitional Housing (TH) is one the interim measures taken by the Government for helping people to improve their living conditions while they are waiting for the allocation of public housing.  The modular integrated construction (MIC) is springing up for transitional housing, which is demountable for reassemble, under the encouragement of the Government lately.  The characteristics of MIC are being known as fast in time and factory qualities with less labour demand on site, the very first of the kind, TH project is situated at Nam Cheong Street being constructed with MIC.

This contract is a design and build project consists of 68 steel structural modules for 90 units, of which 2 unites are accessible.  The whole process of module design, statutory applications covering both In-principle acceptance and general building plan submissions, project planning, quality assurance and control, on site construction works with constraints and challenges, and cost information will be elaborated and shared.
