Half-Day Elite Extended Course (7th Intake) on “Final Preparation Before Authorized Signatory Interview”





The 7th in-take of the Half-day Elite Course on “Final Preparation Before Authorized signatory (AS) Interview”, co-organized by Hong Kong Institute of Construction Managers (HKICM) and Hong Kong Construction Association (HKCA), was successfully held on Saturday, 23 February 2019 at 1st Floor, HKCA Building, 180 - 182 Hennessy Road, Wan Chai, Hong Kong.
This elite course aims to provide helpful reviews and knowledge refreshment on buildings ordinances, regulations, practice notes and current codes of practice in light of a construction practitioner via sharing of possible AS interview questions and suggested answers.  Empirical techniques in attending the AS interview, experience sharing, small group discussion and mock AS interview will be the focus.
The course convened by Cr Chris CHUNG, Chairman of Authorized Committee, has invited veteran construction practitioners, including Cr Daniel SHUM, Cr Simon LEUNG as speakers while some other existing or ex-ASs as guests to share their experience in attending the AS interview, small group discussion and for role play in the full mock interview.
Response to the course was overwhelming, in particularly, the sessions on experience sharing, small group discussion and role play in the mock interview. For analysis results of the training evaluation by the participants, please refers to the enclosed 《課程評估問卷調查結果》.

Course Brief and Objectives:

Under the Buildings Ordinance (BO) (Cap. 123), a registered contractor is required to provide continuous supervision to the carrying out of building works or street works in accordance with the Supervision Plans.  A minimum of one person must be appointed by the registered contractor to act for it for the purposes of the BO, and the appointed representative is referred as the ‘Authorized Signatory’ (AS) in the Technical Memorandum for Supervision Plan.
This elite course, extended with small group discussion and tutorial, interactive group and role-play mock AS interview, aims to provide helpful review and refreshment on the BO, its subsidiary regulations and current construction practice in light of an AS.   Empirical techniques in the preparation and attendance of AS interview in that mock questions and answers would be shared in the mock interviews with veteran ASs and construction practitioners. 
According to our record, out of the total 200 participants who have attended the past 6 intakes and 3 private tutorials of the captioned course held during 2015 to 2018 and assuming only half of them have attended the AS interview, a total of 58 participants or 58% (or overall at 29%) have successfully passed the AS Interview and accepted by Buildings Department as an Authorized Signatory of a Registered Contractor, which is substantially higher than the average passing rate for the past  years ranging  from 35% to 45%
